Can you add a function to use the server timezone or set the timezone on construct, rather than use UTC?

When selecting the timezone picker I would expect the time to change to that timezone. It does not. There is something fundamentally wrong with the code behind the timezone selector....

Uploaded the plugin to 5.2.2, refreshed posts but block does not appear in the list of available blocks.
