This PR upgrades EDK2 and it's additional repos to edk2-stable202411. It also updates rkbin to 7c35e21a8529b3758d1f051d1a5dc62aae934b2b and use the latest blobs. Tested on PineTab2, boots to NetBSD ([dmesgd](https://dmesgd.nycbug.org/index.cgi?do=view&id=8063)).
