Proposal: Bump swift tools, macos version

This is a proposal to bump minimum support up to v10.15 for macOS to enable catalyst era compilation. Additionally: SPM breaks when using Xcode 12, this is the fix.

AppKit applications can embed SwiftUI views, which is very handy for code-sharing between iOS and macOS targets within the same application project. Unfortunately, this framework does not take this situation...

The readme is completely out of date, no documentation works and the framework is totally reorganized and renamed.
