Thanks for your report. Translations are done at Transifex. So there's no need to send a PR as the solution I would suggest is to change it at the Hebrew...

Ok, I guess we can easily close this. There's really no need to have emoticons in filesnames. If there's any real usecase for that, then I'll happily re-open this issue.
