This sounds pretty cool! The only issue I'm seeing is that it might not be immediately obvious that low breathability contributes to liquid attack protection, but I'm drawing a blank...

How much does it cost to learn the proficiency?

I assume the value is in cents in json, and in dollars (so multiplied by 100) in the source code, should be easy to fix either way.
