RAFCON can not always start with clean HOME directory

I have the problem that the schemes can not be loaded correctly if I put the environment variable HOME to e.g. /tmp.

By example adding this to the environment. export HOME=/tmp

So this is only a discussion. Do we wanna support a empty fully clean HOME?

This was used in our project to have a clean configuration and fresh start of the instance and to avoid to share runtime configurations like open tabs and so on with other people on the same functional account.

This most likely is also the use case for runtime configs that are config.yaml specific I once mentioned.
