Clockwork adds a block called the Resistor that does the sort of what you are looking for. It takes one-fifteenth of the rotational force per strength of redstone.
You could just place it the normal analog lever from the other direction.
Good point. I imagined the output selection as another column in the GUI. Outputs 1, 2, 3, clockwise from left to right.
