The CoreFoundation docs only specify that the XML format requires string keys. It appears that binary property lists may support non-string keys.

They made secure strings the default. Doing it this way maintains compatibility with the version before and after the default changed.

zip create_os should not be Windows unless libarchive produces Windows ZIP files

The change in #2240 switched libarchive's ZIP header generator to use a "Creator OS" value that indicates an archive was created on Windows. However, libarchive _does not create Windows archives_....
