Allow file results to be drag-dropped into other apps

One thing I miss is the ability to drag files fetched by it to other places! I work with video editing and PTrun is an incredible tool for finding my assets, but it's sad that I can't drag it from it to my editor, like I can do with similar software!I hope this v2 fixes this!

I don't totally know how we can manage this. I'm not sure if we can have extensions set the DataPackage in a way that makes sense here. We may need to suffice for copying files to the clipboard, but I saw it, so I wrote it down.

Also a must have for me in a few different workflows. Most importantly, I can quickly search for receipts and drag and drop directly into my expense management system. This allows super quick retrieval and management that I haven't been able to match with other systems.

Okay I just figured out how we could do this.

With the IExtendedAttributesProvider from #41056.

We could stick a "DataPackage" extended property on the ListItem. If the list item has one, then we'll enable drag-drop on it, with the data package being the thing from the extension.

For files, that's simple.
