Multi GPU , how to increase the training speed?

Assume that you have enough budget, what's the best way to increase the training speed from hardware perspective? SLI doesn't seem to work as addressed in this thread, will NVlink...

Somehow my PC only gives me 10 fps on "Camera Source" when using DFL on 1280x720 whereas it gives me more than 30fps on 740x360 or anything lower than that....
