Are you using an Old 3ds, and are the carts using extended memory mode?

I just tested on my new 3ds with a non extended memory mode cartridge and it works fine.

Looks like its an issue with the reboot patch on 11.3. Because this only affects games with extended memory mode. Thanks for telling me about this!
