Is there a chance to view some proofs related to that 65% chance ratio of quest ? I searched and didn't find anything related that sometimes this battle shoud fail.

then this chance ratio thing shoud be removed / changed as fast as possible since if you are unlucky and you are in 35% chance side you can't complete this...
