`c4::to_csubstr` includes trailing NULs in the string if given an array

I fixed bugs caused by this behaviour by foregoing `c4::to_csubstr` in favour of `c4::csubstr(name, strlen(name));`: https://github.com/PCSX2/pcsx2/pull/13110
