fix #2101

We want to separate exports in pickers and internal function such as sorters. Also `extensions.register` docs is not exported.

This changes/fixes/improves: - bump actix 0.12 -> 0.13 - bump actix-web 4.0.1 -> 4.2.1 - chrono disable oldtime feature (to fix time cve RUSTSEC-2020-0071, at least for actix and db....

evaluate vim.filetype

Would require 0.8, iirc but once this is minimum required version we might be able to drop plenary.filetype or use vim.filetype as implementation detail for plenary.filetype, so we dont break...

this is like a really weird issue and i am sorry for even opening it but i kinda have a question. I somewhat know lua/luajit because i am a maintainer...
