Yeah, sound so. It should be listed at least in lsusb.
As long its compatible with HD44780, it could work in theory. But I am not aware of them being compatible with HD44780. So I guess, this will never happen, unless...
No drivers do exist for Windows 9x. Sorry, you would need to use a traditional LPT interface, which can be used with LCD Smartie for example.

@zhaozg This will be a hard issue with GCC14, as GCC14 by default does now error on -Wincompatible-pointer-types.
Unfortunately, I don't have any real 360k floppy to test. But I can always test an beta bios, if you have something. I have an external eeprom burner, if anything...
