I not only deleted that folder but the entire fan control folder as well. I was able to find a setting in my BIOS that was automatically controlling the fan....
I'm currently in the process of getting the GPU fans to detect and calibrate properly. The initial process upon installation fails miserably to do this and I don't understand why....
 Once again, the CPU fan refuses to change speed with calibration. It does not seem to be able to be controlled by Fan Control at all. Even with BIOS...
 Assuming the fan cant be controlled because I picked the wrong sensor, I unpaired it and attempted to pick from the list, except there's only one CPU Fan sensor...
 This is probably what did it. Restarting the machine and seeing if that fixes it
The CPU fan is now stuck at 800 RPM instead of 1800 RPM. The motherboard appears to control this still somehow. Looking into that
