HTTP connections are now being refused by repo.typesafe.com. This PR updates the SBT_URL to use HTTPS.

I do not know if it's the right place... I read the documentation about the [machine executor](https://circleci.com/docs/2.0/executor-types/#using-machine) but I didn't find a way to specify a newer image than: *...

For machine executor the old version of maven is used. It would be good to specify it via config.yml https://github.com/circleci/image-builder/blob/update/java/circleci-provision-scripts/java.sh#L52

Ruby 2.2 is EOL and shouldn't be a default that anyone is using anymore. Though the older versions are still installed for backward compatibility.
