Come to think of it, implementing it inside the MovementHandler is probably best and the only viable solution.

@garrettluskey I'm not that happy with the `IMemoryCache` as means of rate-limiting. Do you have any experience with this? I'm only familiar with Polly's rate limit, but I'm not sure...
