I'm moving this off of 1.9.1 -> 1.9.2. With #4189 we will have better logs for when the wallet processes a compact filter.

These probably need to be removed from the table when we process a block that contains the transaction.

The difference is the wallet has 17 digits, and the Suredbits Oracle Explorer has 18 digits  

Still looking into 1. How did we drop a digit on the floor 2. Do we have invariants s.t. when we input oracle signatures with the incorrect number of digits,...
