Asking to update from 4.5 to 4.8

Im using VS2022 and when i open the solution it asks to use 4.8 instead of .net 4.5 framework. I a;ready have it installed, any ideas?

Rather than over-riding the CSS is there a simple way to add scroll bars to the timepicker as not all my users have a mouse scroll?

Is this project dead?
