Improve Dolt progress reporting

Before the rows processed progress, something to show that dolt is still working (and how much it's actually done) would be nice for importing large files

Clone has percentage bars, but fetch only has the download speed. An ETA for both would be great!

Numpy version conflicts

On installing doltpy: ```opencv-python 4.5.5.62 requires numpy>=1.19.3; python_version >= "3.9", but you have numpy 1.19.0 which is incompatible.``` Can the version be bumped?
