Question: PHP 5.3.0 & Composer

Would there be any interest to push the minimum PHP required to 5.3.0 and adding support for Composer to this project? I'd be willing to spend some time on that...

Add dependency build script to typescript webpack template package.json

This is required for typescript projects after v2 of this component, but wasn't included in the webpack template. It was on the tsc component already, it just hadn't been copied...

Update react-starter template to latest react version and use functional component w/ hooks over class component.

Update react-starter template with latest library versions. Use functional component over class based component.

The idea here is to just keep the react-starter template up to date with the latest library versions and the current "preferred" way to develop react components, using functional components...
