Railtype improvments

Ensures LGV vehicles will work at fullspeed on all highspeed tracks and that newgrf vehicles defined for ELRL will work on IH defined electric tracks

tile_is_railtype("IHAA") should be replaced in favor of tile_powers_railtype("IHAA")

With tile_is_railtype your trains will not get the speed bonus on tracks powered (and equivilant) by IHAA only tracks mapping IHAA to themself
