Display color and icon for priorities in admin menu

Would be nice if the icon (and color) of a priority would be shown in the enumerations menu. Something like this: 

(CRM, Helpdesk, Reporter, Questions and Products) Some examples:

Support for RedmineUp Plugins (Helpdesk & ZenEdit)

Using the Helpdesk and ZenEdit Plugin of RedmineUP there are two additional buttons ("Canned responses" and "User mentions") that are missing in the visual editor  Would be very nice...

This is a little improvement to my old PR (#3769). Displays string "in:true,false" rules also as switch.

Originally I only changed the default value from 256 to 512. But it turned out that the `container_pid_limit` isn't a "Throttles" value. So I moved it to its own section...
