Trying to update to 03.11.1 and still facing the same issue on windows
Manually overwriting __GONEONIZE_VERSION__ in download.py to 0.3.11.1 fixes the issue and the correct .dll gets downloaded. However 03.11.1 doesn't seem to work at all as described in #148 and #149
