Part of https://github.com/opencollective/opencollective/issues/8404 Follow-up PR to remove `canHostAccounts` flag to be deployed separately (prevent breaking changes).

Todo: make sure that the email is not triggered by developers when signin in as users, especially with Henrique's latest tool.
