Resolved by https://github.com/opencollective/opencollective-api/pull/7830 by removing the name, I opened https://github.com/opencollective/opencollective/issues/5872 to address this in a more consistent way for the future.

Our README states that before running `npm install`, you should `Make sure you have a PostgreSQL database available`. Isn't `psql` (aka. postgres client) always installed along postgres?
