I think reassessing apps would not cause any issues. In fact I think I do it in #1414

I think it should instead check for pre-release updates. Updates should be disabled on debug versions however.

Ah ok. I was treating dev builds as beta builds, but that makes sense.

Currently it will launch on API 23, but anything below that crashes on startup.
