[Bug]: Cider force closes and takes up a lot of ram and cpu.

I've made an attempt to report the ips discovered to abuseipdb. considering this is my first pr, feel free to check for any errors i may have made!

I have redone the previous PR following the issues raised and using ristretto instead of go-cache. I'm still not too sure if I have handled the docker secrets well
