Just click a trigger pointing outside of it or press a system button.
Unblocked just means there has not been any detected input yet. This works with SteamVR, it won't do anything if you don't have SteamVR running at the same time.

What bindings are in use by the application in the SteamVR settings? Are any actions bound to the inputs in there?
Are you by chance running SteamVR as administrator? If so I think this application could not connect unless it was also launched with administrator rights. Otherwise it's a very rare...
