I think the Gas Passer cond was fixed in the Sep 26 Patch.
@zythetf2 you may open another issue specifying only the Vaccinator cond problem
I think this would require some changes that are related to Panorama, the new Source 2 UI for the CS:GO HUD, which isn't easy to do.
There is a similar entity in HL2, `point_message`, that is oriented to the player, but it doens't work in TF2 (and CS:S). Maybe it can be ported? fixed?
Update: It seems that in the vscript beta, point_worldtext has been backported.
Indeed, it was added. You can close this issue once the beta fully releases into the game 
Maybe Valve can remove that 5 seconds wait time and just make the balance to occur instantly.

The thing is that usually Engineers move their sentries to the enemy team's spawn and spawn camp them when the truce ends. This has to be addressed too.
