common: add CONDITION_JUMP, CONDITION_AIRSPACE and CONDITION_BUTTON
these combine to give the ability to do the OBC'2018 mission, by allowing for missions to be conditional on airspace clearance, and for missions to have delays based on pressing a button on the airframe
@peterbarker could you revisit this with https://github.com/ArduPilot/ardupilot/pull/15484 and either upstream or close?
