AD_DDS: Use time-since-boot for topic timestamps under SITL

In order to keep time sync'd with the Gazebo simulator (which uses time-since-boot), ensure the ROS2 topics use time-since-boot for the timestamps.

Only applicable for SITL.

For #31027, it's unrelated as this is a SITL-only PR. In SITL, we need to use time-since-boot as the DDS system time
