AP_Scripting: added kml_fence.lua (WIP)

This adds a python script to convert a kml file to an efficiently packed lua script that lua script can then be loaded via a require module into kml_fence.lua this allows for complex altitude and horizontal fences that can't be represented by ArduPilot geo-fences
