AP_GPS_GSOF does not respect GPS_AUTO_CONFIG

Issue details
There is a parameter called GPS_AUTO_CONFIG to determine whether ArduPilot should configure the GPS.

Regardless of the value of GPS_AUTO_CONFIG, the GSOF driver will try to configure the port and baud rate of the BD930, BD940, or PX1.
