hwdef: Add hwdef files for CarbonixPLBL496

Adding a new peripheral board type which is based on MCU STM32L496. It has been tested with the required peripherals. @Lokesh-Carbonix

@tridge I have modified the comments and kept the crystal value 0 for now but will be modified for production.

@tridge I got confirmation from sid that crystal value 0 shouldn't be of any issue.
