SmartAudio/CRSF power management

There are very many problems with setting VTX power output in both CRSF and SmartAudio.

This fixes all of them.

This looks very interesting, I've just been struggling with trying to figure out how to understand what the VTX power stuff is doing. I have a plane running SmartAudio to a VTX and ExpressLRS with Yaapu telemetry - so this should apply amiright? I'm looking forward to seeing the results.

Does this fix the problem where the Pitmode bit (bit zero) on the VTX_OPTIONS keeps coming on even though you set it off?
