Steps to reproduce

Download MAVProxy 1.8.71 here: https://firmware.ardupilot.org/Tools/MAVProxy/

I don't have admin, but can use admin by request to grant temporary admin.

Once admin by request, I run the installer, but it errors out.

If I right click the installer and run it as admin, the install is successful.

Perhaps we need to document that MAVProxy installation needs to be run as admin?

Using my Win11 VM, I don't get that issue. After double-clicking the installer, I get the usual "Do you want to run this as admin?" message:

So you're trying to install on a locked down account? I've not tried that before. Would be work adding a note in the doco if the user does encounter that issue.

yea, I think we should just add a note that admin is required. If admin is rejected, MAVProxy installer does not handle that gracefully.
