modules: create Cockpit module

I'll probably make this either download things dynamically or include it was a submodule, but meanwhile, this works as a proof of concept while I get the other dependencies merged 🙂

I'm testing with TERM=xterm ./Tools/autotest/sim_vehicle.py -v rover --frame motorboat -L RATBeach

TODO:

• [ ] get /dist either in runtime (cached) or from a submodule
• [ ] cleanup the server verbose output
