[D3D9] Cannot select proper resolutions using dxvk with GTA IV

Same issue with a 4090 and I switched from 1080ti too. Forcing game arguments to launch in specified resolution. Default game detects resolutions without a problem. [GTAIV_d3d9.log](https://github.com/doitsujin/dxvk/files/11852429/GTAIV_d3d9.log)
