At first sight, I see an extra "," at this last line: "cc-cookiedisabled" : {}, Maybe, this is the culprit?

Try changing the plugin-name from: /wp-content/plugins/wp-multilang-master/ to: /wp-content/plugins/wp-multilang/

I would suspect this would happen if you are using one of the included WordPress themes. Sounds like if your custom "wpm-config.json" has been overwritten. hmmm... ? not sure...

I also encountered this issue. The only fix for now is to use the Classic Editor. This is an issue with Gutenberg.

With this configuration you should not have any problems.
