Two iPhone XR phones are on the phone, double cards and double standby, unable to connect.

Xcode Version: [Xcode 10.3] Two iPhone Xr Calls，If both phones use two phone cards, using Mobile Networks ，webrtc will not be able to connect.

@BzHuang my issue is when I tested in two devices they gets connected in same network but doesn't get connected in different networks in case of device to device , but when tested in device to browser in same network or different network it is working great only problem is when in different network unable to connect device to device my ice doesn't get generated any clue for this @Ankit-Aggarwal please help me out
