For instance, Alt+F1 calls Help instead of showing the left panel. Alt by itself works: the keys in the bottom line get changed when Alt is pressed. 

In PC Paintbrush the 3rd tool in first column does not work and does not show cursor

In Civilization I there are no sounds on city founding and capture (on Windows 11)

The combat sounds and the splash screen sound are there. But there are no city founding and capture sounds. This is different from Windows 8.1, where all sounds are there.
