Unfortunately [v6.7.4](https://github.com/integrations/terraform-provider-github/releases/tag/v6.7.4) made things worse for us, now the failure occours at the beginning of the plan instead of at the end of the apply. I've opened https://github.com/integrations/terraform-provider-github/issues/2855
