Added prefer-is-empty rule. It enforces the use of isEmpty Lodash method over the native syntax. The rule is accompanied by tests.

Add new rule prefer-nullish-coalescing and accompanying tests.

Library is broken with Typescript v5.2

With Typescript v5.2 using ESlint with this plugin throws an exception: `TypeError: DeprecationError: 'originalKeywordKind' has been deprecated since v5.0.0 and can no longer be used. Use 'identifierToKeywordKind(identifier)' instead.`

It's not fully clear to me how to setup the plugin in a FlatConfig, meaning `eslint.config.js`, the docs could be expanded on that.

Hi, since the project is already in full typescript, it should be trivial to export the types (.d.ts file) with Rollup.
