I think, there should be a message, like "There are no creatures in town`s dwellings available for recruiting".
There is also HotA ruins-like creature bank that reveals a part of the map when visited, if empty.

What about using Armageddon spell as last ditch effort to end the battle with all creatures on battlefield dead? Especially in scenarios where defeating specific hero is instant win condition...
What we really need is scripting engine for all those edge cases. Mods like Legacy of Silence also benefit from scripting stuff.
Hota 1.7 fixed issues like this with manual operating of Mana Vortex. In that version you need to actually cklick on Vortex then select hero to apply effect on.
