Issue with reference to a static member

Anything that grab a static member like in the example below `TextColor="{x:Static local:AppConstants.BackgroundColor}` will raise an issue on the device. How do I resolve this ? Thanks.

Compile Files is disabled

For some reason the Compile FIles button is disabled. Did I missed something?
