Related to https://github.com/cross-rs/cross/pull/1019#issuecomment-1243832924, and due to certain spurious CI failures when we're merely changing documentation, CI, or other items in the repository.

Currently `bors try` isn't working, so I might be checking if a label is set the wrong way.

I think this is a lot easier now since the `bors try --none` was provided, so we can essentially use the same logic if there's a `no-ci-targets` label.
