It's not the fault of a resource pack. Looks like an issue caused by Optifine.

Fixed in beta 9. This will eventually receive a backport fix for 1.20.1.

Looks like an issue caused by the VisualOverhaul mod. Try turning off the iconic buttons in their config and see if that helps.
