The issue seems to be random. `TWS` under `Trading Permissions` is required when granting the secondary user access rights. I recommend pairing this with IP Restrictions which may be applied...

Solution via issue [188](https://github.com/Voyz/ibeam/issues/188) resolved the `ib_key_promo` issue.
